Every "we take your privacy seriously" page on an upload-based PDF site is a promise. MoguanPDF replaces the promise with a property: the processing engine is delivered with the page and runs inside your browser, so the file has no route off your machine. You can confirm it yourself — open DevTools, run a merge or a compression on a 50MB file, and the network panel stays quiet. 24 tools are covered, including local OCR (English and Chinese, in-browser Tesseract), Bates numbering, e-signatures, and password encryption. The optional AI features are explicit about the one exception: they send extracted text, never the document. Works offline as a PWA. Free, no signup.
